Evaluate every athletic program in the conference's revenue, weighing football at 90%, basketball at 10%, and completely ignoring non-revenue programs. Keep the top half, and shed the rest. If 50% is too much, at least shed the bottom 25%.
At the same time, evaluate every B12 and P-10 program, looking to invite schools that meet that criteria. We can look at adding programs once we're at that point.
