Why would the Big 12 do this, ever?

Do you think any Big 12 member wants to dilute their voting power, get less money than they are now, and also have to play conference games against SMU, Duke, Boston College, and Wake Forest? If you're a Big 12 school, 80% of the ACC looks like a lot of very heavy dead weight to you.
