The yearly notice deadline is pretty much irrelevant, at least-

insofar as we're talking about FSU. There's no reasonable argument the ACC could make that FSU has not provided constant and ongoing notice of its intent to withdraw from the ACC. There's a year-old and counting lawsuit about it, and notice of withdrawal is plead in FSU's complaint.
