How do you avoid an anti-trust suit? How many US Senators do you need to not piss off? I don't think you can have a television affiliation-based P2 and survive the courts/congress. I think you have to provide access to any school willing to meet a specific set of qualifications. And then the schools/fanbases can decide how competitive they want to be. How many is that?
