As someone in an OPEX position I'll say this...
As long as employee rise to the occasion without concisely communicating their challenges, management is unlikely to do anything. Most companies run to failure with "leaders" completely out of touch with the challenges their teams actually face. From my role, simply getting the front line workers to accurately describe what they do and what the big problems are opens the door to solving many problems.
