minor car accident insurance question (and I do have USAA)

My wife was waiting in a line of cars at a light, stopped. Another driver tried to move into her lane ahead of her, and his front driver side clipped my wife's front passenger side. Damage is not much on either car, but will require a body shop. My insurance said they determined the other driver is liable, but that we still have to pay our deductible. Is that normal?

Yes if you file on your own policy, Collision coverage will be used to pay
