They may have been based on the message the Government provided when it was publicly announced. If the Government package the announcement to say those funds would accomplish S, T, U, V, W, X, Y, and Z, but it only accomplished V-Z, then I do understand why people may question if there was any shadiness going on with the funding or the projects. The same thing will happen with this announcement. Regardless whether the Government cannot meet the 3-4 years time schedule because it is unrealistic or only a few systems are upgraded instead of some/most systems as indicated in the announcement, then people will question it. I don't think that is necessarily a bad thing to question the accuracy of the announcement.
