The phrase "can be rough" is doing a lot of heavy lifting.

should read "are rough". I've lived east of Cleveland for about 20 years, winters in the Great Lakes region are tough, verging on brutal. Rest of the year weather is pretty fantastic, you get a real spring and a real fall.
