I am grudgingly okay with it, for one specific reason

You can't cheat your way out of paying what you owe. It was close to IMPOSSIBLE previously to really police people in the HOV lane (or even HOV sections inside the beltway). With these rules and setup, though, you simply can't get away with riding solo -- and not having to pay.
