DIS can't get people cleared fast enough, and there is a massive backlog of reinvestigations these days. They use a risk management approach to reinvestigations. If you have been stable and lived in the same place for decades, they don't bother. The clearing process is also imperfect. I had a guy working for me cleared up the wazoo who was arrested for child pornography when he re-entered the US after working overseas. Probably pretty lucky he didn't get caught in the country he was coming from. While you cannot just naturally assume someone with a cultural background from a country hostile to the US would betray the US, the investigators are supposed to investigate them more completely. Having close foreign national relatives is a big red flag. You do not have the right to a security clearance. If you have high risk attributes, the bar should be much higher. This person seems to be a walking red flag. I'm sure nothing will be done about it. You simply cannot get fired working for the government right now.
