Perhaps you are correct; however,
Jerry Jones fired Jimmy Johnson immediately after Johnson won his second Super Bowl. Barry Switzer (Johnson's successor) did manage to win another Super Bowl two years after that, but the Cowboys have had little success in the almost 30 years since that win. Even if their performance was average, the Redskins and the Cowboys should each reach the NFC Championship Game once every 8 years. Quarter century or more droughts would appear to point toward poor management.
