He didn't know that guy was a cop. He was told by a previous cop to drive

around the traffic, further back on the road. Because he knew who he was and told him how to get to the gate. Come up to other cop wearing a rain jacket with no identification in dark and rainy conditions trying to stop him thinking he's a normal person in traffic...Scottie thinks he's a volunteer that doesn't realize another officer told him to do this. Officer pitches a hissy fit and holds on to the car.
