Lynchburg is not the only city claiming to be on 7 hills. Both

Lynchburg and Richmond (and many others) were trying to copy Rome, which was built on 7 hills. In Richmond there was a failed 1937 resolution before city council in which a city councilman proposed naming these hills as Church Hill, Union Hill, City Council Hill, Navy Hill, French Garden Hill, Shockoe Hill, and Gambles Hill. This ordinance, while never officially passed, cemented the idea of Richmond's "seven hills" in local lore.
