War? Basically Lincoln knew if the war was lost, there would be a national

border. WV had the Ohio River, and valuable mineral resources in the Kanawha valley (salt, coal wasn’t on their mind yet). So elections were held in mostly union controlled territories. Of course, if you were fighting for the south, you likely weren’t home voting in a union controlled election. In other words, there was a lot of doubt whether the people wanted to form a new state or not. Basically then claimed counties. Many were considered and voted on in groups of 3. Giles, Pulaski, Montgomery etc. Soldiers who fought hard for their state not only lost the war, but came home and found they weren’t even considered a resident of VA anymore. For decades people refused to write WV on their mail, and up into the 1900s many wrote “Charleston,VA” on their letters.
