Meh, they need to stick with a manager.
They, and everybody else, goes through managers too quickly. Arsenal did it right with Arteta, and his teams steadily got better each year. Just look at their points year-by-year. Steady improvement each year (except for last year), and they are playing the best football they've played under him this year. They had a clear long-term plan, and they've had about eight transfer windows under him to build the team in his image.
I'm not going to judge Frank too much with Solanke, Maddison and Deki out all year. That's a lot of goals and assists, and that's where Tottenham is struggling the most. Take the three best attackers off any team and see what happens. And now Kudus is hurt, too, and they foolishly sold Brennan Johnson before having a replacement lined up. Sacking a manager after one transfer window, when his top three attackers have missed the entire season, would be borderline idiotic. Everybody always wants a quick solution. But there is no quick solution in this case. If you fired him tomorrow, the next manager would also be without his top three attackers, and maybe without Kudus as well. It would be a major struggle.
Spurs need more quality passers. There are only 2-3 plus passers for their positions, and one of those is Romero. Crappy recruitment has led to their current situation a lot more than Frank.
