Agree...it comes down to who is doing the hiring.
My mom is convinced that getting a tattoo is a VERY career limiting choice. Except these days, your hiring managers probably have one themselves.
If you are applying to work for someone who is under 35, you're probably OK doing it purely electronically. If a Boomer or X'er is making decisions, then meeting them face-to-face is in your best interest.
