Does the US Navy have anything that could go to those depths?

While I get what you are saying (i.e. wanting a 100% certified and tested vessel that is proven reliable by some of the smartest people on the planet), I don't think the Navy really does much with deep water exploration. Tested and proven deep sea submersibles are more the purview of oceanography than the military.
