This is literally the Dominican Republic (or at least used to be). Did

work down there and the power grid was so bad that people would attach power lines when the power was off. Except those that didn’t get it done by the time power went back on got zapped. No bueno. Lots of electrocutions. And who are the best monkeys to scurry along rooftops? Little kids.
