Yes and Yes.

We are travelling to Austin and San Antonio that week specifically to try to see the eclipse from nearby Fredericksburg, TX. We travelled to Charleston for the most recent total eclipse and watched it from a roof restaurant. Really bad weather all around us but not over us and during totality it got a bit hazy but we could see the corona. I figure southern Texas is the most likely place to get a clear view of this eclipse so there we will go.
