Not at all. What's the DB/safety supposed to do? Two hand touch?

With these targeting calls, one can make an argument a physical RB is targeting by lowering his head to gain extra yards but we know that is never called. Unless a defender truly leads with the helmet or obviously intends to take an offensive players head off, then there should be no targeting. Helmet to helmet contact happens all the time so that shouldn't be a criteria of targeting.
