He said rankings don't matter AS MUCH AS SOME BELIEVE. Which is probably true - especially in the transfer/NIL era - and especially in a culture of treating "rankings" as linear gospel. Particularly the several team "rankings" which are based on differing mystery formulas and evaluations which reward quantity as well as quality. The question is how much do "rankings" matter (a fairly decent amount in the aggregate, IMO) and how much do they not matter (somewhat IMO since there is clearly not a 100% correlation between recruiting rankings and success - as well as the transfer portal playing such a huge role in forming rosters). I'll bet average star ratings (which has VT somewhat lower than the stagger start "team ranking"), while also not a perfect measure, have a better correlation to success historically than "Ranking".
