I think he means in the larger sense, yes (who gets to be the champion).

I don't think he thinks every single game is fixed, though, who knows, he might believe that. I don't discuss it with him because (1) I don't see him very often; and (2) his mind is closed. My sister passed away in October, so I don't think I'll ever see him or talk to him again. 🤷‍♂️
