Oh, I think the NCAA knew exactly what it was doing.

It's the talking heads at ESPN, and the politicians, those are the ones that didn't see this coming, or didn't think it would turn into the Wild West that it already is. This was a "hold my beer, watch this" moment for the NCAA. If everybody wants this, this is what we'll give them, with no rules or structure or oversight. The NCAA got politicians off their back, and shut up the talking heads.
