I think it reflects more on typical VT bureaucracy than a lack of alignment

The core problem is that there are simply too many areas of the university- both within and without of the athletic dept- that are staffed by long-timers who are slow to move on just about anything, who can't see the forest from beyond their own moss-backed trees, and who operate from the core bureaucratic principle: delay, deny, obfuscate. Their priorities are (1) maintaining their own job security, (2) resisting any change to their organizational processes, and (a very distant 3) actually delivering results.
