IU and VT are two very different situations and environments

I pull for Indiana because my oldest graduated there (and got a fantastic degree there) and my next oldest will graduate next year in the same software engineering program. That is despite my wife having one of her degrees from Purdue. That being said, IU and VT are two very different situations and IU is a program that is able to play in the "Moneyball" era of college football while VT isn't. IU has been well funded for years and has the B10 check coming in year in, year out. They used that money 10 years ago to upgrade their facilities and to build the infrastructure to take this step. Unlike VT, they aren't spending money paying for infrastructure from 10-15 years ago. In addition to having a very robust athletic revenue stream (B10 will be $70M/year), they have a huge donor base that is funding the NIL game. I hear that the collectives last year was about $14M while I would imagine that it will be higher moving forward. They also have a lot more big money donors that are constantly putting money into the program and fantastic merchandising/corporate sponsor deals. Unlike VT, their spending is sustainable. VT is gambling on the dream that there will be some sort of major change in 3-5 years which will bail them out of the financial expenses committed to spend now and in the future. It's a very high risk with a small chance of success strategy and one where the program really doesn't control its own destiny unless it pulls off a miracle of 2-5 national championships. That being said, despite all of the record donor money, taxing the students and deferring debt payments, it's still not going to be enough. Again...two different situations. One is sustainable and the other is desperation.
