Actually the ACC has had a poor representative (as a football conference)
going back all the way to the "FSU and Eight Dwarfs" Era. Now I am not saying there aren't examples where the ACC has been a multi-bid conference. However, those exceptions are pretty much limited to only schools named Clemson, FSU, and Miami and the conditions have to be "right." I don't believe the benefit has ever been extended to the entire conference.
Also, this season wouldn't qualify as being the "right conditions" for Miami because of how well the SEC "performed" this season. If it had, then fans should have seen Miami and Notre Dame flip flopping places in the weekly Playoff Polls to at least raise the possibility that Miami could leapfrog Notre Dame again in the final poll. Instead, the Committee pulled a dark horse candidate move out of left field that caught everyone by surprise unless they believed some sort of fix was in place. In the weeks leading up to the final poll, the people who believed the fix was in could easily be accused of wearing tin foil hats and living in their mother's basement because enough people truly believed the Committee didn't have the cojones to pull such a move...until now. IIWII when money rulez! and ESPN lives by the pimpin' is easy motto.

I think the ACC/Big 12 tie-breakers are more of a smart move...

Yes, but it isn't until 7th, 8th, 9th, or 10th in the pecking order.
