To have any limits on compensation, it must be collectively bargained

pro sports leagues are only able to do that (otherwise it would be anti-trust violation to agree to limit comp) because they have a union and the union has agreed to those rules. In theory they could limit what the players make through NIL controlled by the schools, but as you say, they can't control what a player makes from outside sources and you know that would immediately be used to have some local car dealer get money from donors and pay to advertise using it or some other work around.
