Take a look at Tarheels boxscore. How do you play 11 players off the bench?
Are some of these guys non-scholarship walk-ons?

I really hope Tobi is at full strength to matchup against Wilson in Feb.
We watched this game, about halfway through the second half Hubert put in the bench. (Jayden Young, etc). But with two minutes left he cleared those guys and put in the far bench.

That makes no sense to me - the MBB roster limit appears to be 15.
I don't see how you're allowed to have a 16th player on the roster that can go in the game. With the new rules, all 15 players on the roster are allowed to be on a full scholarship. But I thought you weren't allowed to have a 16th player, walk-on or not. You can still have walk-ons under the new rules -- you don't have to give everyone on your roster a scholarship.

Up by 23 at half helps.
Also it helps boost team morale for practice efforts. You practice harder if you know you have a chance to play. You don't want to embarrass yourself when that chance arises.

Yes they have a bunch
Of non-scholarship walk-ons Basically practice & scout team type guys Probably d3 level (at best) guys who want “UNC basketball” on the resume

And now for the rest of their life they can claim they played for UNCheat.
