I tallied up the number of teams to make the field per conference, and combined that with their average seeding to get a coefficient. Then multiplied this by the number of teams to make each level. Here is the outcome. In the Sweet 16 the best major conference was Big East followed by the SEC and the Big 12. In the Elite 8, the Big 12 was the best, followed by the ACC and the Big East. In the Final Four, it's the ACC followed by the Big East.
