Two things can be true at the same time.

Women's hoops at VT has more funds relative to some of their conference peers than the men's team does. Women's hoops at VT has a better recruiter as HC than the men's team does. It's not either/or. Money has always been part of recruiting, whether that shows up in facilities or direct payments to players. But the vision, track record, charisma and salesmanship of the recruiter matters too.
