If NFL needed to cover endorsements in its CBA...

It could. It doesnt need to because teams aren't skirting the rules to pay athletes using endorsements at an exorbitant level. They couldnt keep their players from getting endorsements deals, but they could mandate any deals be reported and recorded to make investigating circumvention of the rules easy. The NCAA currently has this idea as a framework with the CSC, they just dont have the authority to do anything about it if they catch someone not reporting...so teams dont report. But a CBA gives you legal authority to create whatever penalties are agreed by both parties which can significantly reduce or eliminate that circumvention
