That's a good way to phrase it.
The bottom four schools in the ACC standings right now — Boston College, Pitt, SMU and Wake Forest — don't invest anything in women's basketball. SMU maybe slightly more because it just hired a new coach in Adia Barnes, but there's a reason why those other three coaches have not been fired. They are what they are. They don't really put much into the program. As a result, they don't get much out of it, so why make a coaching change? Maybe for cultural reasons (especially Pitt), but it's not like there will be a huge influx of money and the trajectory will completely change.
As a result, you can't afford to lose those games against those opponents. They're gimme games — and VT lost one last year at BC.
But even some of the others towards the bottom — Florida State, Georgia Tech, Miami — aren't investing as much as Virginia Tech. Big disparity, but it makes sense that VT can be in the middle of the league or towards the top consistently. And then there's UVa, which is investing even more resources than VT, but is probably slightly behind.
