You have to compare resources of the schools they compete with...
If you have vastly more resources than the schools in your conference, you're going to be consistently good
If you don't, then you're going to be up and down
Liberty has had more resources than just about every school they've ever been in a conference with
That does not mean they have a budget bigger than VTs, or an athletic department better than VTs...they simply make it easy to be consistently good among their peers by having the most resources
