15 years? I think you are being too optimistic. VT has probably hired a

consultant to consultant whether the Athletic Department needs a strategic plan or not. Then hire another consultant to consultant on how many years out a hypothetical strategic plan should be for an athletic department. Then eventually get around to hiring a third consultant to consultant on whether the first 2 consultants were correct or not. On the bright side, VT should be able to complete these tasks in 30 years when the data is clearly outdated and VT has to go back to the drawing board to come up with a new 3-part plan.
