Not only sit out a season, but lose a year of eligibility when sitting out.

This would only apply when moving between Div-1A schools, and not moving up or down to Juco/Div 1AA/Div-2, Div-3. For example, if you want to play 4 years while moving, you play one year at UNC, then drop down to Juco, then back up the next year to WVU for two years. If you don't like WVU, you can always drop down to NDSU for your 4th year. If you play at Alabama, then decide to transfer to PSU, you sit out year 2 and play years 3 & 4 at PSU. You still get a year to redshirt, so in the above example, you play 4 games or less at Alabama your first year, then sit out a year before playing 4 years at PSU.
