Plus, VHSL uses the total enrollment of the schools to determine which of

the 6 levels a school will compete at for the next 2-year cycle. As long as the school's enrollment remains consistent where it is now compared to the other schools, there is nothing the VHSL can do about it. The school system is the only one who can make changes to the district lines.
