Familiar with what alcohol does? "Impair judgment" ring a bell?

I'm not at all trying to excuse his behavior, but I'm always a bit surprised at simple responses like this that seem to ignore the fact that people make bad decisions under the influence—because of the neurological things alcohol does—and it's not always so cut-and-dried. Drinking and driving is obviously one of the worst decisions one can make because it puts others at obvious risk, but, again...what does alcohol do? Heck, people often drink in order to "loosen up" and do things that their sober judgment would otherwise preclude.
