I don't see how it would be a problem

NIL contracts are all independent of one another. Signing a new one has no impact on the old ones. An they're not contingent on a budget at some point in time. Budgets change...that has no impact on deals already struck. Sure, feelings could get hurt, but I don't see how that scenario would be illegal.
