They haven't said one way or the other and lots of people are speculating on the issue What I would say is...it doesn't matter Whatever rule they come up with is going to be challenged in court, and the number of NCAA wins in court is in the single digits percentage-wise. The Executive Order was basically disregarded because it wouldn't hold up, and this is essentially an extension of that. If they move to a 5 in 5 model and they DONT grandfather in the current players who would be out of eligibility then theyre opening themselves to many lawsuits in every state. That means whether you get a waiver could boil down to the state you filed in or the judge you got. I think they'll probably push it through, I just dont think it'll wind up solving any issues and create many more issues
