All players are considered "scholly players" by the NCAA whether they have a scholarship or not The limit, again scholarship or not, is 15. Depending on the status of Conner Venable and Peter Carr (whether they transferred out or stopped playing) the Hokies have 14 on the roster. If they added another player without a scholarship they would be at the max level of roster slots allowed, regardless of whether a scholarship has been given
