That's an interesting comment for him to make. What's it based on?

You'd have to assume it's based on the deal he can get on the open market and whether or not VT is willing to match it. From the chatter, he'd leave because of poor treatment from the fans. Is there a system or style of play that would fit him better or help him improve his numbers? I can't imagine he needs a better arena to showcase his ability other than the ACC. He's a sure thing to keep playing professionally for a few years in Europe/Asia and the NBA is a pipe dream, right?
