Over the years.....

there have been a few of those type reports, most notably the Gooch Report probably before you were born. I do not recall what the name of the most recent was with baseball but, they are fortunate Charlottesville resident and noted author John Grisham decided to get the funding ball rolling to short circuit the plan.
