ranking system you want to give weight to but here is a look at how the different teams ranked in RPI, KPI (which the selection committee is provided as an additional data point) and the Massey Composite (which incorporates multiple rating systems).
ACC #1 Seeds
- UNC: Overall Seed of #5. RPI of #6, KPI of #2, Composite of #3. For reference, the teams above them had rankings of 1/1/1 (Vanderbilt), 4/3/4 (Texas), 5/4/2 (Arkansas) and 3/5/9 (Auburn). I think you could make an argument they should have maybe been the #4 seed above Auburn and they are really close to Texas and Arkansas. Either way, I don't think their seeding was egregious.
- Florida State: Overall Seed of #9. RPI of #14, KPI of #11, Composite of #15. With them, I think you could make the argument they actually got a favorable seeding.
- Clemson: Overall Seed of #11. RPI of #9, KPI of #8, Composite of #16. With them, they probably have an argument they should have been ranked higher by a few spots and arguably could have been swapped with Florida State based on their rankings.
Outside of that, Georgia Tech was in the mix for a #1 seed and obviously being the regular season ACC champions is a big accomplishment...but it's hard to use that as an argument now that leagues are so much bigger and the schedule imbalances that exist. In any case, I think they should have gotten a #1 seed over Souther Mississippi (19/28/20), but I think both Alabama (13/14/19) and Florida (17/16/13) had just as compelling of rankings as GT (21/17/18) did so it's hard to say it was specifically the ACC getting hosed and somehow as a result of the SEC.
Beyond that, I think the other ACC teams are seeded pretty reasonably. And then with UVA missing the tournament, I don't think they got hosed either when you look at their ratings compared to the Last 4 that got in. Here is how they stacked up against those teams in the same rankings (RPI/KPI/Composite):
- Arizona State: 49/34/32
- Kansas State: 37/42/45
- Oklahoma State: 44/32/36
- USC: 45/43/43

- UVA: 64/47/41
Their RPI sticks out like a sore thumb. Even if you ignore that, they are lower than all four in the KPI system and are just barely above USC and Kansas State in the Massey Composite.
