OSU had about 30 seconds of riding time at the end of the sequence.

... with 1:15 to go. It's not a given that you get the 30 seconds or avoid another stall, but it's hardly impossible. Merrill already had run off 45 seconds on top at that point, though they perhaps wound back some of the riding time together with the stall call.
