NFHS Near‑Fall Criteria (Rule 5‑11‑2a)

NFHS has TWO separate near‑fall criteria. They do NOT override each other. They are independent conditions, and whichever one is met first triggers the near‑fall count. NFHS Near‑Fall Criteria (Rule 5‑11‑2a) A near fall is earned when the defensive wrestler is controlled in a pinning situation and ANY ONE of these is true: 1. BOTH shoulders/scapulae are within 4 inches of the mat This is the “4‑inch rule.” It requires both, not one. 2. ONE shoulder is touching the mat AND the other is at 45° or less This is the “one down, one tilted” rule. This is where one shoulder is enough — but only with the 45° angle condition. 3. The defensive wrestler is in a high bridge or on both elbows Also valid near‑fall criteria.
