That’s not how that rule is written at all.

“Art. 5. In Bounds. Competitors are considered in bounds if any part of either wrestler is on or inside the boundary line and all body parts are still on the padded protection area surrounding the boundary line.” Mac was not on the same mat he left the padded protection area surrounding the boundary line. Out of bounds, no takedown and a restart. You could’ve and should’ve hit him for stalling but he’s winning 2-2 with 4 seconds left in that situation.
