Not quite 95%. ISU has won nine. OU has won 6, and I believe ASU, MSU and

Cornell have each won one. Iowa, OKST and PSU have won more than seventy by themselves. I think Tech would need a huge (many millions) SERTC fund to win one. No part of me thinks Tech's NIL offer to Bassett was really comparable to Iowa's (in spite of Bassett's comments to the contrary). An SERTC endowment (or war chest) with 100 million would be a self-sustaining powerhouse. Heck, maybe just 25 million could get it done.
