Because Valencia never turned around to face Gaj

I assume the rule is that way to keep the guy in control from just pushing the opponent away and immediately diving into the back of his legs (which clearly wasn't the case here, but how do you know if the released guy is "far enough" away without requiring the "turn and face"?)
