Remember, it was only 2021 when transfer rules changed.

In 2021, the NCAA finally changed and allowed one time transfers where the player could be immediately eligible to play. If they transferred more than once, they would have to sit out a year. Before this point, all transfers had to sit out a year. Then in 2024, the NCAA had to change again after they lost a legal battle. And now we have unlimited transfers with immediate eligibility. The reality is that more kids probably would have transferred in the past, but were very limited in their options because of the strict NCAA rules. And now we add in the temptation of money from unlimited NIL. In this new reality there are always going to be unexpected player moves, even for a program/staff that has a good culture.
