The rule seems like something that should be changed, but..
as long as it's on the books it's going to be called. My issue with it is that it doesn't seem to be called consistently and it seems completely up to the discretion of the umpire on when to call it. I'm not familiar with softball either, but I compare it to a carry in basketball. Players palm the ball all the time these days and it's never called.
